    For appointment to this grade, a candidate must:
  • Be a Kenyan citizen;
  • Have at least fifteen (15) years experience in Compliance Audit and Quality Assurance, Administration/Management or Audit, three (3) years of which should have been in a leadership/senior management position in the Public Service or Private Sector;
  • Have a Masters degree in Public/Business Administration (HRM option) or related field from a university recognized in Kenya;
  • Have a Bachelors degree in Social Science, Business Administration (HRM option) or related discipline from a university recognized in Kenya;
  • Be in good standing with a relevant professional body;
  • Have attended a course in leadership or management lasting not less than four (4) weeks in a recognized institution;
  • Have demonstrable professional competence, administrative capabilities and initiative in the general organization and management of a public organization; and
  • Be proficient in application of Information Communication Technology (ICT);

    Duties and Responsibilities
    The Director, Compliance and Quality Assurance will co-ordinate compliance audits, promotion of values and principles of good governance, investigation, monitoring and evaluation of human resource practices for efficient and effective public service.
    He/She will be responsible to the Commission Secretary for:
  • Promoting values and principles of governance under article 10, and values and principles of Public Service under article 232 of the Constitution;
  • Monitoring and evaluation of the Commissions’ delegated functions;
  • Preparing management reports regarding compliance issues;
  • Carrying out investigations, monitoring and evaluation of the organization, administration and personnel practices of the public service;
  • Ensuring institutionalization of uniform Standards and Quality Control Procedures in the public service; and
  • Ensuring the Code of Conduct in the Public Service is kept under regular review.

    Capacity Building Officer Kenya Job - African Guarantee Fund


    The African Guarantee Fund for Small and Medium Enterprises (AGF) was set up to significantly increase the access of African Small and Medium Sized Enterprises (SMEs) to finance from the financial sector.
    Duties and responsibilities
    The Capacity Building Officer will assist the Director Business Development to:
  • Contribute to building relationships between partner lending institutions and business development support providers,
  • Promoting effective tripartite relationships between partner lending institutions, business development support providers and SMEs;
  • Develop and implement AGF capacity development strategies, approach papers and operational policies;
  • Prepare, manage and implement annual capacity development budgets and work plans;
  • Conduct and/or lead capacity development needs analysis for AGF clients to determine learning outcomes needed for client’s business success and collect information about target beneficiaries;
  • Coordinate identification, procurement and contracting of qualified providers of capacity development;
  • Design training curricula to achieve targeted learning outcomes;
  • Oversee training material production, quality assurance, revision, translation and production by consultants;
  • Coordinate training activities including organising and planning training workshops logistics;
  • Coordinate knowledge management and sharing fora for AGF for capacity building initiatives;
  • Manage the AGF resource centre and an online platform for access to training materials, tools, refresher trainings;
  • Develop and implement methods to monitor and evaluate the results of capacity building programs and capacity building initiatives;
  • Prepare regular capacity building Monitoring and Evaluation (M&E) reports.
    Requirements
  • A minimum of a Master’s degree in Business Administration or a related field;
  • At least 5 – 8 years’ managerial experience, preferably gained in a development financial institution coordinating capacity building initiatives;
  • Strong knowledge of strategies, approaches and tools in capacity development;
  • Have a good understanding of financial institutions’ approaches to SME lending, risk mitigation strategies, loan appraisal criteria etc;
  • Excellent knowledge and understanding of the SME context in Africa; and
  • Excellent project management and consulting skills.

    Duties and responsibilities:
    The chief sergeant at arms is an office in the county assembly service charged with duties involving service to the speaker, members, the clerk and other staff of the county assembly and performance of chamber and ceremonial duties. The sergeant at arms also performs a number of miscellaneous security and safety duties for the general welfare assembly in executing these duties office in sergeant at arms performs the following duties;

    Requirements for appointments:
    Direct appointment
    For direct appointment to this grade,a candidate must
  • Be in possession of Kenya certificate of secondary education grade c+
  • Have served in the disciplined forces for a period of not less than seven(7)years augmented with rank of inspector and above
  • Be computer literate
  • Have a certificate in firefighting and first aid
  • Must possess an exemplarily service certificate
  • Possession of masters degree in a relevant discipline from a recognized institution will be an added advantage
    Promotion
    For promotion to this level,an officer must have;
  • Served satisfactorily at the level of sergeant-at-arms for a period of not less than three(3) years
  • Shown explicit acquisition and application of knowledge of the operations of a legislature
  • Be in possession of kenya certificate of secondary education grade C or its equivalent
  • Should have undergone training in parliamentary studies
