The County Assembly Service Board of Kitui wishes to invite applications from qualified persons for the following positions:
Senior Human Resource Officer 1

Salary Scale 9: Ksh. 77,527×3,877-81,404×4,070-85,474×4,274 -89,748×4,48794,235×85,474×4,274-
89,748×4,487-94,235×4,712-98,947×4,947-103,894 PM.
(a) Duties and Responsibilities
This is the administrative head answerable to the clerk on:
i. Co-ordination and advising on all matters and systems relating to , staffing, discipline, deployment and staff remuneration in the county assembly;
ii. Providing direction on strategic human resource planning, organization and development.
iii. Establishing human resource systems, structures and procedures;
iv. Advising the Clerk on Staff Recruitment, Retention and Retirement.
v. Organizing trainings and capacity development for county assembly staff;
vi. Ensuring correct and timely interpretation and implementation of human resource policies, regulations and labor laws.
vii. Any other duties as may be assigned by the clerk.
(b)Requirements for Appointment
For appointment to this grade, a candidate must have:-
i. A bachelor’s degree in human resource management, social sciences or other equivalent qualification from a recognized university in Kenya.
ii. Demonstrate knowledge of labor laws;
iii. Possess effective communication presentation, leadership and relationship building skills
iv. Have relevant knowledge, experience and a distinguished career of not less than 5 years.
v. A high degree of professional competence , administrative capabilities and initiative in the general organization and management of human resource and a thorough understanding of human management policies, employee relations, labor law and other statutes that impact on human resource .
The following qualification(s) will be an added advantage
vi. A master’s degree in a relevant discipline from a University recognized in Kenya or its equivalent
vii. Membership to a professional body /association.
viii. Senior Management course and or Strategic Leadership Development Programme
