Reporting to the respective Executive Committee member, the County Chief Officer shall be the accounting and authorized officer in respect of delegated power and shall be responsible for the administration of County department as provided under section 46 of the County Government Act 2012.
The ten (10) posts will be for each of the following portfolios:-
Water and Energy
Public Service Management
Public Works, Roads and Transport
Trade Development and Regulations
Health Services
Agriculture, Fisheries and Livestock Development
Environment and Disaster Management
Land and Housing
Education Culture and Youth Affairs
Finance and Economic Planning.
Duties and Responsibilities
General administration and coordination of respective County department
Development and implementation of policies and sector plans to attain vision 2030.
Promotion of National values and principle of governance as outlined in Articles 10 and 232 of the constitution of Kenya.
Overseeing management of finances, preparation of budget estimates, annual work plans and programmes.
Development and implementation of strategic Plans and sector development plans.
Requirements for Appointment
Be a Kenyan citizen
Be a holder of at least a first degree from a university recognized in Kenya
Have a relevant knowledge and experience of not less than ten (10) years in the specific portfolio applied for.
Satisfy the requirements of chapter six of the constitution of Kenya 2010 on leadership and integrity
A Master degree in the relevant field will be an added advantage
Additional qualification for County Chief Officer in charge of Finance and Economic Planning:-
Must be a CPA(K) holder
Holder of a masters degree in Business Administration, Finance or economics
Must be conversant with computerized Accounting packages

2. Hand delivered applications should be dropped at the offices of the County Public Service Board.
3. Applications should reach the Chairman, County Public Service Board on or before Friday 30th August 2013.
4. Shortlisted candidate will be required to produce their original Identity Cards, Academic and Professional certificates and Testimonials.

Certificate of good conduct from criminal investigation department
Clearance Certificate from HELB
Tax compliance Certificate from KRA
Clearance Certificate from the Ethics and Anticorruption Commission(EACC). _____________________________________________________________
